The digitalization of our society and our economic life leads to an increasing number of attack vectors for criminals and opponents of our state. According to a BITKOM study, the annual damage that German companies suffer from cyber attacks is estimated at 55 billion euros annually. The damage associated with cyber attacks and cybercrime not only has economic consequences for the attacked companies, but can also result in economic damage and other social consequences. It is therefore all the more important to find a convincing answer to the question of how companies and especially operators of critical infrastructures can protect themselves against cyber attacks, the resulting damage or the failure of their information technologies. After all, it can be assumed that it must be possible to insure against the theft of data, manipulation or destruction of IT systems in the same way as against conventional theft or property damage.
