- BASIC – Resilience of Cash Supply – Security Concepts for Emergency and Crisis Situations
For years, cash has been steadily declining in importance as a means of payment, while non-cash payment systems and alternative forms of money are gaining in importance in today’s society. At the same time, cash has advantages over other payment methods and particularly in an international comparison cash continues to enjoy a high level of resonance among the population in Germany despite a decline in its share of the total volume of transactions. The present position paper describes cash from a socioeconomic perspective and focuses on its function in emergency and crisis situations, but refrains from providing policy recommendations.
The analysis of the role of cash from a socioeconomic perspective serves as preparation for a subsequent security framework concept within the BASIC project. This concept aims to secure the cash cycle in order to increase the resilience of the cash supply in emergency and crisis situations.
