Dr. Georgios Kolliarakis

Dr. Georgios Kolliarakis is a Senior Research Fellow at BIGS since March 2024, previously he has been a Non-Resident Fellow. He works at the interface of security and technology policy, in particular on emerging security threats, strategic foresight and policy. Since 2024 he is coordinator of the ‘European Union Dual-Use Export Control Global Programme’ (Foreign Policy Instrument/European External Action Service).

Georgios also advises national ministries and international bodies – including the European Commission, the European Defence Agency, the Federal Foreign Office and the German Armed Forces (Planning Office) – on issues concerning security-related technologies, cyber/hybrid threats, critical infrastructure and international security as well as strategic foresight. Since 2023, Georgios has also contributed his expertise to the EU Strategic Foresight Hub (EEAS) and has planned, conducted or participated in numerous foresight and simulation exercises. Since 2024 he is Workstream Lead for ‘Governmental Foresight’ at the World Future Studies Federation. Georgios is a member of the interdisciplinary DIN Working Committee on Artificial Intelligence Standardisation, the World Economic Forum Expert Network, the International Network for Government Science Advice and the European Association for the Studies of Science and Technology. As a Senior Associate Fellow at the German Council on Foreign Relations, where he was the Research Strategy Advisor to the Research Director from 2018-2023, he is responsible for the field of strategic foresight, technology and security.

After completing his engineering studies at the National Technical University of Athens, Georgios earned a Master’s degree in Political Geography at the Rheinische Friedrich-Wilhelms-Universität Bonn and a PhD in International Politics at the Ludwig-Maximilians-Universität München.
