Organisationsmodelle gemeinsam genutzter Lufttransportkapazitäten für die internationale Katastrophenhilfe

In spite of all efforts, disasters – such as last year in Pakistan and Haiti and this year in Japan – repeatedly bring to light the deficits in the organisation of international aid transport, not only at German and European level, but also at international level. Affected disaster areas are not or not sufficiently supplied for periods of weeks because funds have not yet been released, the disaster region cannot be reached or access to the region is not safe. A generally applicable, immediately accessible transport concept that clearly assigns responsibilities and regulates the allocation of funds and the organisational process is still lacking. A preliminary study has shown how air transport capacities can be optimally provided for disaster situations. Using the instruments of the new institutional economics, this follow-up study shows how the organisation of aid transport can be made more efficient and effective.
