In the field of civil security, the idea of resilience – understood as the resilience of the population and of all essential social care systems – can be attested a rapid rise. This applies to ongoing research projects and calls for proposals at national and European level as well as to civil protection and the protection of critical infrastructures in crisis and disaster situations. Basically, this BIGS position focuses on resilience in its concretization as ‘social resilience’. But what exactly is behind the idea of social resilience and what benefits can it bring for Germany’s civil security? This will be accompanied by an investigation into how the idea of resilience can be implemented in civil protection in practice and what contribution civil security research can make to this.
