The aim of this paper is to contribute to the current discussion on the dominant role of Islamist parties in the context of the upheavals in Egypt and Tunisia. In addition to the necessary clarification of terms such as Islamist, liberal, secular, and democracy, the paper aims to show why Islamist parties emerged as victors from the elections and what concepts and goals these actors pursue. Of further interest are the previous activities of the German government, the EU, the G8 and the World Bank in providing democratic and economic support, as well as possible security policy implications for the European Union. In addition, recommendations for action will be drawn up for the German Government and the EU Commission on how to deal with key Egyptian and Tunisian actors.
