SUMMARY:Sino-Russian Relations in the 2020s: Transactional or Trustful?
DESCRIPTION:The world is focusing on the war in the Middle East\, and is sometimes reminded that the war in Ukraine is still ongoing. Occasionally\, the question arises as to what impact these wars have on our systemic rival\, China\, and to what extent Russia and China collaborate or even coordinate their actions. In our next PizzaSeminar\, we will take a closer look at this relationship to gain a better understanding of it and its potential impact on us in the post-war period. \nHow close are China and Russia really when it comes to military-industrial cooperation? Are widely held assumptions in Western policy debates supported by empirical evidence? And what can we expect from this relationship in the years to come? Our speaker\, Lauri M. Heinonen\, will present his research on the Sino-Russian military-industrial cooperation\, drawing on original Russian and Chinese sources. His analysis challenges common narratives by arguing that the relationship between the two countries is less advanced and less aligned than often suggested in Western reports. \nThe presentation will highlight key areas of cooperation as well as underlying tensions and limitations in the bilateral relationship. It will also provide insights into how both countries navigate strategic interests that do not always converge. \nFinally\, the PizzaSeminar will offer an outlook on possible future scenarios for Sino-Russian relations and their implications for global security. Together\, we will discuss what these findings mean for international security policy and strategic assessments. If you want to come prepared\, you can read Lauris full analysis here. \nThe main language of the event is English\, however\, questions during the discussion can be asked in German. Participation is possible both in person in Berlin-Mitte\, Friedrichstraße 185 and online. Please register via the button below. \n\nRegister Here\n\nAbout the Speaker:\nLauri M. Heinonen is a doctoral researcher at the University of Bamberg\, Germany\, a visiting researcher at the University of Helsinki\, Finland\, and a project researcher at the Finnish National Defence University (FNDU). His dissertation concerns early modern trade on the Rhine and his work at the University of Helsinki concerns history of innovation and technology. His presentation at BIGS concerns his research into Sino-Russian relations at the Arctic Axis project of the FNDU where the research group studies Sino-Russian cooperation in the Arctic region. \n

SUMMARY:Public Procurement After COVID-19 – Less Competition or More Effectiveness?
DESCRIPTION:The COVID-19 pandemic challenged public authorities to procure urgently needed goods\, such as masks and medications\, at speed. More flexible procurement procedures created room for rapid action\, while raising questions about competition and transparency. How have procurement practices changed since the pandemic began? Are similar developments evident across Europe? And what lessons can we draw for public procurement in future crises? \nIn this PizzaSeminar\, BIGS colleagues Dr. Adelaide Baronchelli and Sebastian Geschonke will present preliminary findings from their research as part of the CEDAR project. Using European procurement data from 2016 to 2023\, their work examines changes in the use of different procurement procedures and the openness to competition. The findings reveal a varied picture\, with substantial differences across countries and procurement categories. Especially Italy shows a pronounced shift towards less competitive procedures. \nWe look forward to discuss with you how public procurement can reconcile competition and transparency with governments’ capacity to act effectively. \nThe main language of the event is English. A usually\, participation is possible both in person in Berlin-Mitte\, Friedrichstraße 185 and online. Please register via the link below. \n\nRegister Here\n\n  \nAbout the Speakers:\n Dr. Adelaide Baronchelli is an Assistant Professor in the Department of Economics and Statistics at the University of Turin and a Non-Resident Fellow at BIGS. At BIGS\, she works mainly on the Horizon Europe project CEDAR and previously worked on the FERMI project. Before joining the University of Turin\, she was a postdoctoral researcher at the University of Verona. She obtained an MSc in Economics from the University of Essex and a Ph.D. in Institutions and Policies from the Catholic University of Milan. \n  \nSebastian Geschonke is a research fellow at BIGS and completing his PhD in Economics at the Humboldt University of Berlin. His research focuses on international trade and tariffs over long periods of time. His research touches on business\, meta science\, and open science. Previously\, he studied Economics in Berlin\, Toulouse and Stockholm with a focus on empirical analysis. He completed his Bachelor’s degree in Economics and Philosophy at the University of Potsdam.
