SUMMARY:The Effect of Terrorism on Public Attitudes and Individual Well-Being in Great Britain
DESCRIPTION:How do terrorist attacks make us feel? Beyond the immediate victims and their loved ones\, these events often trigger strong emotional and political reactions across society. Not without reason: The aim of terrorist acts is by definition to coerce a response ­­­­– a change in policy or a change in behaviour – to advance the chosen cause. Yet\, the emotional effect on the population has received surprisingly little attention. \nIn our upcoming PizzaSeminar\, Vincenzo Bove\, Professor at the IMT School for Advanced Studies Lucca\, will present research into the emotional and social consequences of terrorism in Great Britain. His presentation will address how major attacks lead to sharp emotional shifts that spill over into attitudes about issues such as security and immigration. These findings provide an important window into how psychological responses shape public opinion and influence policy debates long after the attacks themselves. The seminar will explore the mechanisms behind these changes and together we will discuss what they mean for resilience and democratic discourse. \nThe Pizza Seminar is part of our FERMI project\, in which we aim to measure the effects of disinformation. His current research interests include civil-military relations\, defence economics\, international migration\, military interventions\, UN peacekeeping operations and terrorism. DESCRIPTION:For most of us\, disinformation seems to be largely an online phenomenon encountered on social media platforms and dubious news sites. However\, for law enforcement agencies\, the effects of online disinformation can also be seen in offline crimes\, such as when false information is used to incite physical violence. \nHorizon Europe project FERMI (Fake News Risk Mitigator) examined the nexus between disinformation and crime and developed a set of tools aimed to support law-enforcement agencies in curbing criminal actions resulting from the spread of false messaging by violent extremists. SUMMARY:Disinformation\, Political Extremism and the Costs – An econometric analysis within the FERMI project
DESCRIPTION:The number of politically motivated crimes (politisch motivierte Kriminalität\, PMK) in Germany is on the rise. The German Ministry of the Interior’s recently presented figures point towards a sharp increase across the entire spectrum of the phenomenon. But is there a link between politically motivated crime and disinformation? And if so\, what are the effects? The FERMI* project investigates the connection between disinformation and political extremism by analysing the offline risks of disinformation. As part of this project\, BIGS has analysed the economic consequences of political extremism in several European countries. \nIn our next PizzaSeminar\, following an introduction to the FERMI platform developed within the project given by Dr. Tobias Mattes\, Dr. Adelaide Baronchelli will present the methodology and the results of the econometric analysis. The discussion focuses on how extremism—particularly in the form of extremist crimes—can be measured and integrated into a within country analysis. Prior to this\, she has been an assistant professor at the Department of Economics and Statistics at the University of Turin and was a postdoctoral researcher at the University of Verona. She obtained an MSc in Economics from the University of Essex and a Ph.D. in Institutions and Policies from the Catholic University of Milan. \n  \n  \nDr. Tobias Mattes is an experienced Police Officer and Researcher. He has been a Bavarian State Police (BSP) Officer since 1999. Between 2007 and 2009 he completed his studies at the University of Applied Sciences for Legal Administration and Legal Affairs Bavaria (Department Police Management and Policing) (BayHfoeD). Later he studied at the German Police University (DHPol)\, completing the courses in 2018 with a focus on Cybercrime\, Radicalization and Extremism. As scientific researcher he is participating and coordinating several Horizon Europe and ISF projects and is member of the Security Advisory Board of the EU projects FERMI\, Perivallion and  RESONANT. Since 2019 he holds the rank of Chief-Superintendent in the BSP and leads a criminal police department. Further he holds a PhD in the field of Radicalisation and Counterterrorism.

SUMMARY:Foreign Investments to Ukraine: Transparent Business Practices
DESCRIPTION:In September\, BIGS organised a PizzaSeminar in Berlin to discuss the security situation in Ukraine and the lessons for foreign investments with our Ukrainian CEDAR partners. Due to the high interest in this topic and some requests to learn more about the tools of our partner organisations\, we want to offer the possibility for YouControl to present their solution in more detail to the BIGS community. YouControl is a Ukrainian company that develops open-data solutions for screening businesses and individuals. It allows the user to verify not only Ukrainian counterparts but also to investige connections and to identify ultimate beneficial owners. The event will focus on tools for background checks on business partners\, screening procedures for companies as well as business and journalistic investigations. \nJoin us on December 4th for a discussion on conducting transparent and secure business operations with Ukraine and beyond. He currently serves as the Deputy Director for Legal Affairs at YouControl\, Ukraine’s leading provider of open data analytics solutions. Previously\, Daniel held various positions in business associations and government agencies\, focusing on drafting and monitoring legislation and providing legal advice. Adelaide Baronchelli\, Assistant Professor at the University of Turin\, will present the results of her latest research on this topic and provide additional insights into the significant ramifications of the arms trade on global security\, including its implications for interstate conflicts\, civil unrest and governmental stability. SUMMARY:Robots\, Underdogs\, and DARPA’s Grand Challenges
DESCRIPTION:Register Here\n\nEven when researchers are not sitting in an ivory tower\, it is a challenge to translate the results of research into marketable products. The BIGS has been involved in projects with great results that were not subsequently brought to market maturity. We are therefore delighted to welcome Chris Hayter\, a proven expert in the field of innovation policy\, for a pizza seminar. Chris Hayter is Associate Professor at the Georgia Institute of Technology (GeorgiaTech) and conducts research on innovation policy and entrepreneurship at universities. In this context\, he also examined the role of DARPA. \nThe Defense Advanced Research Projects Agency (DARPA) finances and coordinates research projects for the US armed forces\, from which civilian applications are often derived. Well-known research institutes\, companies and universities take part in the competitions organized by DARPA\, as well as lesser-known teams and start-ups. This was the case in the Grand Challenges in 2004\, 2005 and 2007\, where the task was to send an autonomous vehicle on a race through the desert and an urban environment. \nIn this PizzaSeminar\, Chris Hayter will give an insight into how the Grand Challenges have shaped the research field of autonomous driving and what lessons can be learned from them for research and innovation policy\, perhaps also for Germany and its numerous funding agencies. Chris is also co-founder of Tractiv\, a software startup that solves for security-related data transmission issues in the financial services and media industries. Prior to coming to Georgia Tech\, he spent nine years at the Arizona State University School of Public Affairs. For 15 years he also served as a science and entrepreneurship policy advisor with organizations such as the National Academies\, Council of Competitiveness\, National Governors Association\, and New York Academy of Sciences. Chris received his PhD from George Washington University and is a graduate of the U.S. Coast Guard Academy.

This is accompanied by numerous security and privacy problems\, which Internet users have to circumvent largely on their own. Even the numerous attempts at regulation have done little to change this. \nMichael Yakushev of the Institute for the Development of Public Digital Networks (IEDN) has been working on the very fundamental organizational and governance issues of the Internet for many years. In his talk\, he will outline the importance of IP addresses\, especially from a security perspective. DESCRIPTION:Single wagonload transport is of central importance to the German industry. It provides a tightly meshed\, green transport network that ensures the resilient and sustainable transport of goods by rail. In addition\, the German government’s climate protection targets include a 65% reduction in greenhouse gas emissions by 2030 compared to 1990 levels and climate neutrality by 2045. Against the backdrop of existing capacity bottlenecks on rail and road and the continuing growth in the transport market\, targeted support measures are needed\, especially for environmentally friendly single wagonload transport. DESCRIPTION:Central bank digital currencies (CBDCs) are a relatively new form of currencies expected to become widespread in the coming years but not yet well understood. Some aspects that need consideration in the discussion on CBDCs are the security of the money supply\, access to the financial system\, and the geo-economic power that being a currency issuer gives\, as well as the tension between the public and private sector with the rise of cryptocurrencies and new ways to avoid formal institutions. \nCBDCs might provide answer to this tension between the private and public sectors\, but they also create new security dilemmas. These include the risk of hacking\, citizen privacy and the potential breakdown of digital systems in crisis situations. Central banks are also faced with new questions as to how to implement proper anti-money laundering and countering the financing of terrorism regulations within this new technology. \nThis PizzaSeminar will take place in person at IABG\, Friedrichstraße 185\, Haus E\, 10117 Berlin. He also held a number of positions in international entities for example with the UN\, with the Office of the High Representative in Bosnia-Herzegovina and with the French Delegation to the OSCE. From 2013\, first as a seconded national expert then a temporary agent with the European External Action Service (EEAS) in Brussels\, he has been involved in operational and politico-strategic planning of CSDP missions. In addition\, since December 2019\, he fulfils the position of coordinator for EU stabilisation actions.  In parallel to his operational and planning duties\, Xavier Denis had a substantial involvement in teaching.

To meet these requirements\, however\, a number of technical solutions must be devised. In particular\, the aspect of security is often still neglected. The CyberFactory#1 project therefore aims at combining resilience against cyber and cyber-physical threats with optimization of manufacturing processes from the outset. \nCyberFactory#1 is an international ITEA3 project in which BIGS is working with 27 partners from Germany\, France\, Spain\, Portugal\, Finland\, and Turkey to develop key capabilities for the factory of the future. In particular\, key capabilities will be developed in the areas of (1) modelling and simulation of the factory of the future and its elements; (2) optimization of the factory of the future; and (3) methods to improve the resilience of the factory of the future to cyber and cyber-physical threats. The applicability of the results will be demonstrated in realistic use cases. \nAmong the German partners\, end users (ASTI Mobile Robotics\, Alstom)\, solution providers (Airbus CyberSecurity\, LISA) and research institutions (OFFIS\, Fraunhofer AISEC\, the Berlin University of Applied Sciences) are working together on a single use case. It deals with a fleet of automated guided vehicle (AGVs)\, so-called transport robots. The goal of the CyberFactory#1 project for this use case is to increase the resilience of the fleet and to optimize the behaviour of the fleet. \nIn our PizzaSeminar we would like to present the partners’ work on the use case and discuss the developed key capabilities with you. To date\, the costs of such activities have mostly been viewed through the lens of national accounts\, but the effects on economic activity as a whole have not been considered. After some opening remarks by Jürgen Storbeck\, Dr. Johannes Rieckmann will present an alternative econometric estimation approach relating data on drug seizures in continental Europe to a set of macroeconomic variables. We show that a marginal increase in illicit trade is associated with a decrease in economic growth\, the number of students in tertiary education\, and spending on research and development. \nThe virtual PizzaSeminar will take place via Zoom. Subsequently\, Jürgen Storbeck was the Federal Ministry of the Interior’s Commissioner for Security Cooperation with the Gulf States and\, from 2006\, Head of the Police Department at the Brandenburg Ministry of the Interior. Since 2012\, he has been active in the management of various international and national projects on criminal law\, crime prevention and security\, as well as in various think tanks and scientific advisory boards. \nDr. Johannes Rieckmann has been employed at BIGS as Senior Research Fellow since August 2015. He engages in economics of cyber-security\, regulatory policy regarding public and private provision of security services\, economic costs of extremism and of violence against police officers and first responders\, and  improvement of resilience of cash logistics in times of emergency and crises.

Previously he was the Head of Directorate IT II – IT and cyber security; secure information technology and ÖS III Cyber security in the field of law enforcement and domestic intelligence at the German Federal Ministry of the interior. Before this he was the Vice President of the German “Federal Office for Information Security (BSI)”. Mr Könen\, a graduate mathematician\, joined the BSI in 2006\, taking on the post as the head of the executive staff of the BSI Director General. In 2009 he became the head of the division “Security in Applications and Critical Infrastructures” and subsequently head of the department “Security Consulting and Coordination”. Prior to BSI\, Mr Könen held various positions in the field of information technology within the German Federal Administration\, including executive functions. \n  \n  \nStephen C. DESCRIPTION:The Underestimated Risk of Cyber Supply Chain Attacks\nDespite the fact that there are still some serious security gaps\, many companies perceive IT and cyber security now as part of their risk management. However\, the quality of the technical and organizational measures and the available budget vary considerably. This is partly due to a lack of awareness of certain security issues at the decision-making levels and an assessment of the cost-benefit calculation. IT and cyber security is often not recognized in everyday work\, and if it is\, then only as an additional workload. What companies do perceive\, however\, is the damage that occurs when their own company is affected. \nDealing with supply chain attacks is not a new issue\, but one that is still often underestimated. Supply chain attacks are often not taken into account in risk assessments and thus the opportunity to identify dependencies\, build up suitable redundancies and better protect both interfaces and vulnerabilities of suppliers is missed. \nIn cyber supply chain attacks\, attackers target vulnerabilities in supply chains for their malicious purposes. On December 13\, 2020\, FireEye reported the discovery of a widespread supply chain attack in which SolarWind’s Orion business software updates were trojanized to spread malware.  ORION is an IT monitoring and management software used by the vast majority of Fortune 500 companies\, as well as many government agencies. Affected entities include government agencies as well as organizations in the consulting\, technology\, telecommunications\, healthcare and oil and gas industries on four continents. According to SolarWinds\, the vulnerability is likely the result of a sophisticated\, targeted and manual supply chain attack by an unknown nation-state. \nSymantec reported a 78% increase in supply chain attacks in 2018 in its 2019 Internet Security Threat Report\, with the top 20 observed groups being particularly active.  Well-known groups such as Dragonfly have been using targeted suppliers to gain access to specific companies since 2011\, with the targets in this case primarily located in the energy sector. \nAgainst this background\, BIGS\, in cooperation with VTT Finland\, one of the leading research institutions in Europe\, has taken a closer look at the ecosystem of supply chains and considered the financial impact of attacks on them. DESCRIPTION:PizzaSeminar: China and Network Great Power Ambitions\n  \nDiscussions about the security of 5G networks in Germany always include the question of whether Chinese technology providers should be allowed to participate in the construction of the networks. Emily de la Bruyère and Nathan Picarsic from the Foundation for Defense of Democracies have analysed how the issue of IT and communication security is talked about in China itself. It turns out that the messages to the outside world and to the domestic market are quite different. Externally\, there is a call for free markets\, openness\, cooperation and interdependence\, suggesting that companies like Huawei should be treated like other private sector actors and welcomed into foreign networks. The domestic Chinese discourse\, on the other hand\, emphasises the limits of free markets and the dangers of dependence on foreign technologies. It also suggests that commercial communication networks can be used to aggressively project power and influence\, and that international technical standards provide a means to cement such power and influence. DESCRIPTION:Presentation of the Policy Paper “The Hidden Costs of Untrusted Vendors in 5G Networks”\n  \n  \nThe introduction of the 5G mobile communications standard will bring about a technological revolution for business\, industry and society. As a result\, trustworthiness and sovereignty over this new supercritical infrastructure are being hotly debated on a national and European level. To lead Europe into a secure future\, adequate regulation of 5G networks\, how to build and how to manage them is needed. Countries expect a high degree of trustworthiness from those providing 5G. If untrusted companies will play a role in setting up 5G networks in Europe\, considerable costs can be expected. Only some of these costs are incurred by the mobile network operators. Many of the costs will be borne by other sections of society\, such as telecommunications customers or taxpayers\, who\, without further regulation\, have no input on the selection of network equipment provider. Against this backdrop\, BIGS worked together with a multidisciplinary group of authors from France\, Germany\, Italy and Portugal in order to reveal the hidden costs of these untrustworthy network vendors and\, insofar as possible\, calculate the costs. \n\n\n\nThe conceptual framework\, identification of various cost categories as well as some quantifications are laid out in a policy paper and four country studies for the respective home countries of the authors. The internationally renowned Australian Institute for Economics and Peace (IEP) is certainly known by many of you in connection with the Global Peace Index\, as well as the UK Peace Index. In 2019\, Germany was listed there in 22nd place out of 163 countries. Since 2013\, however\, there have not only been positive developments in our country in connection with social peace\, which prompted the colleagues of the IEP to give Germany special consideration. DESCRIPTION:When discussing foreign fighters and returnees\, one usually envisages Daesh / ISIS fighters. However\, less public attention has been given to those foreigners who have joined the YPG or who – for political reasons – have been involved on both sides of the conflict in eastern Ukraine. \nKacper Rekawek is researching these foreign fighters\, interviewed them\, and traced their biographies. After his exciting lecture last year\, which focused on extremist-Islamist foreign fighters who returned to Europe\, he will present his current research focused on foreign fighters from the conflict in Ukraine. \nHow does life for these foreign fighters look like when they return from the conflict zones? And how should our society deal with such individuals that pose potential risks? Previously\, amongst others\, Kacper headed the internal security programme GLOBSEC (2016-2019)\, worked as a terrorism analyst at the :Polish Institute of International Affairs (PISM\, 2011-2016)\, was Paul Wilkinson Memorial Fellow at the Handa Centre for the Study of Terrorism and Political Violence\, University of St Andrews (2013-2014)\, and completed research placement at RUSI\, UK and Al Ahram Centre\, Egypt. His PhD on factions of the IRA (completed in 2009 at Queen’s University Belfast\, UK) was later published by Routledge. \nAbout the topic:\nThe topic of jihadi foreign terrorist fighters and what to do about them upon their return from ones of conflict has been a dominant theme in terrorism studies in the second decade of the 21st century (see: e.g. Malet\, Hayes 2018\, Bakker\, Roy van Zuijdewijn 2018). However\, their non-jihadi but still extremist counterparts remain a largely under-researched topic.\nThis presentation will plug this research gap and enrich our understanding of the extremist foreign fighters phenomenon. It focuses on individuals who fought outside of Syria/Iraq\, specifically the post-2014 war in Ukraine\, and came from an ideological milieus far removed from jihadism\, the extreme right and/or the extreme left. During that time several thousand foreign fighters joined the conflict from Europe and North America. Moreover\, focusing specifically on the “afterlives” of these fighters will allow for a study in alternative ends to careers in foreign fighting\, i.e. not concluding with arrest\, deportation or death\, as was mostly the case with their jihadi counterparts. Such a study has significant implications for counter-terrorism practitioners as well as scholars\, in particular in Germany as well as Europe. \n  \n

He has been involved in many EU funded projects and information campaigns. Fields of his interest include European integration and EU enlargement process\, EU relations with Russia\, Ukraine and South Caucasus\, NATO\, energy security and digital society. \nLiudas Zdanavičius is a Research fellow at the General Jonas Žemaitis Military Academy of Lithuania. He holds an MA in International Relations and Diplomacy from the Vilnius University. He is author and co-author of articles and books on security in the Baltic Sea region\, including such topics as Russian foreign and national security policy\, Russian economic influence\, the Kaliningrad region. \nLiana Fix is Program Director for International Affairs at Körber Foundation’s Berlin Office with a focus on Russia and Eastern Europe. Previously\, she was Associate Fellow at the German Council on Foreign Relations (DGAP) and Visiting Fellow at the German Institute for International and Security Affairs (SWP) in the Eastern Europe and Eurasia division. She held a DAAD/AICGS Fellowship in 2015 based in Washington\, DC and a Mercator Fellowship in 2012/2013 with postings at the German Foreign Office\, the Carnegie Moscow Center\, and the EU Delegation in Georgia. She has published numerous articles in academia and appeared on national and international media\, commenting on topics related to European security\, Russian foreign policy\, and Germany’s role in Europe. In 2018/2019\, she was a Fellow of the Global Governance Futures – Robert Bosch Foundation Multilateral Dialogues.

SUMMARY:The Evolution of Emergency Management Policy and Practice in the United States
DESCRIPTION:On 27 September 2019\, we discussed together with Prof. Brian J. Gerber and Melanie Gall of the Arizona State University the following question: \nThe Evolution of Emergency Management Policy and Practice in the United States:\nKey Factors in Performance Improvement.\nAbout the topic:\nThe presentation provided a brief history of emergency management policy and practice in the United States\, with an emphasis on understanding the causes of shifts in strategic doctrine and performance effectiveness over time. Against this backdrop\, it was examined how changes in doctrine\, and the efficacy of administrative practice are in part dependent on reaction to key events (e.g. creation of the Department of Homeland Security after the September 11 attacks\, statutory changes after Hurricane Katrina in 2005 and Superstorm Sandy in 2012) and in part dependend on strategic initiatives lead by policy experts in the emergency and disaster management field (e.g. the adoption of whole community planning goals\, increased focus on resiliency as an organizing principle). The manner by which the United States is likely to address a rapidly changing hazard vulnerability profile related to global climate change has also been addressed. \nAbout the speakers:\nBrian J. Gerber is an Associate Professor in the Watts College of Public Service and Community Solutions\, Arizona State University. He is the Academic Director of the M.A. in Emergency Management and Homeland Security program\, Co-Director of the Center for Emergency Management and Homeland Security\, an Honorary Associate Professor at the University of New South Wales (Australia)\, as well as a Senior Sustainability Scholar with the Wrigley School of Sustainability\, Arizona State University and a PLuS Alliance Fellow. His research interests and publications include work on disaster policy and management\, homeland security policy\, and environmental regulation\, and includes serving as the Editor in Chief of the forthcoming (2020) Oxford Encyclopedia of Natural Hazards Governance\, Oxford University Press. Dr. Gerber has designed\, led or facilitated various emergency exercises\, has lead catastrophic incident and related planning projects\, and has conducted program evaluations and policy analyses on topics ranging from large-scale disaster evacuations to pandemic preparedness. His applied work on disaster management has included partnerships with federal\, state and local government agencies\, as well as with various nonprofit organizations in disaster field settings. He has received research grants from the National Science Foundation\, the U.S. Department of Education\, the West Virginia Department of Military Affairs and Public Safety\, the Louisiana Department of Health and Hospitals and the Colorado Department of Public Safety\, among others. \nMelanie Gall is a hazards geographer studying the interaction between natural hazards and society. She is a college research professor in the Watts College of Public Service and Community Solutions at Arizona State University. At ASU she is Co-Director of the Center for Emergency Management and Homeland Security. The center is home to the Spatial Hazard Events and Losses Database for the United States (SHELDUS)\, which Dr. Gall oversees and manages. Her expertise lies in risk metrics (e.g.\, disaster losses\, indices\, risk assessments)\, hazard mitigation and climate change adaptation planning as well as environmental modeling. The applied nature of hazards research allows her to work closely with emergency management agencies from local to federal levels.\nShe has conducted post-disaster field work in Mozambique\, Haiti\, New Jersey\, Louisiana\, Mississippi\, and South Carolina. Her publications appeared in journals such as Nature Climate Change\, Bulletin of the American Meteorological Society\, and Natural Hazards Review. She holds a Ph.D. from the University of South Carolina\, M.S. from the University of Salzburg (Austria)\, and a B.S. from the University of Heidelberg (Germany). She is also a Certified Floodplain Manager.

SUMMARY:Impact of Cyber-Attacks on Intangible Assets
DESCRIPTION:Since 2017\, we have been working on the question of how to measure the extent of damage from cyber attacks as part of an EU-funded project “Enterprises intangible Risk Management via Economic models based on simulation of modern cyber attacks (Hermeneut)”. What damage does a company’s brand\, image and patents suffer as a result of a cyber attack? Intangible assets in particular are playing an increasingly important role for companies\, which in an increasingly digitalised world are experiencing considerable added value through reputation and branding. \nOur colleague at HERMENEUT Altay Özaygen of the University of Paris-Sud (Paris XI) and Alexander Szanto of BIGS introduced us to the topic and a possible solution: \nImpact of Cyber-Attacks on Intangible Assets\n
